Summary of Updates for Community Feeders, Residential Welfare Associations, and Public Institutions

To better address the needs and rights of community animals, the Bruhath Bengaluru Mahanagara Palike published updated guidelines on July 22, 2024 . These guidelines provide additional clarity on the responsibilities and best practices for community feeders, residential welfare associations, apartment owners associations, and public institutions such as educational institutions and tech parks. Below is a summary of the key points.

Key points for

Community Feeders

  • Ensure continuous feeding to prevent restlessness and aggression among dogs and cats. Financial stability and personal oversight are required for consistent feeding activities.

  • Keep documents about animal laws handy. Avoid feeding at extreme hours or in isolated areas without police protection. Use reusable plates and clean feeding spots post rounds.

  • Coordinate with BBMP and association presidents for designated feeding spots within residential societies. Avoid feeding in high public density areas or in front of house entrances.

  • Collaborate with BBMP officials for vaccination and neutering of fed dogs. Engage in peaceful mediation and seek BBMP or police assistance in conflict situations.

Residential Welfare Associations & Apartment Owners Associations:

Key points for

  • Associations cannot adopt byelaws that contradict AWBI rules or the Prevention of Cruelty to Animals Act. Pets are allowed in common areas and lifts; muzzling pets is illegal. Associations must report unregistered breeding activities to BBMP

  • Facilitate feeding spots for community animals without harassment. Address conflicts with positive steps and peaceful mediation. Provide awareness and training sessions on animal rights and safety measures.

  • Ensure pets have access to sufficient exercise and proper care. Report any acts of cruelty or harassment to the authorities.

Educational Institutions / Tech Parks / Public Institutions

Key points for

  • Community animals must be vaccinated and neutered without relocation. Institutions should coordinate with BBMP for these activities.

  • Assign feeding spots and timings with BBMP's help. Provide food, water, and safe shelter spaces for community animals

  • Conduct quarterly awareness training to foster compassion towards animals. Display advisory boards for feeding instructions and preventive measures against dog bites.

  • Chasing or harming animals is illegal and punishable. Institutions must ensure humane treatment and coexistence with community animals.

These updated guidelines emphasize the importance of humane treatment, legal compliance, and community cooperation to ensure the welfare of animals. The updates stress the responsibility of individuals and organisations in maintaining a compassionate and safe environment for both animals and humans.
